San Diego Comic-Con mural gets council approval over mayor’s objections

The National City Council has approved a one-day mural festival to take place the weekend before San Diego Comic-Con, overriding the mayor’s objection and setting up a potential flashpoint over permits and safety checks. The event aims to draw attention from the tens of thousands traveling to downtown San Diego for the convention, but organizers still face outstanding legal and insurance requirements that could halt the project.

Council approves mural event despite mayor’s no vote

A temporary use permit was granted for the Meeting of Styles festival, organized by the Vision Culture Foundation and sponsored by San Diego Comic-Con. The council voted to move forward even though Mayor Ron Morrison opposed the plan; Vice Mayor Luz Molina and Councilmembers Marcus Bush and Ditas Yamane supported the measure.

The festival is scheduled for Sunday, July 19, the weekend before Comic-Con opens July 22–26. International comic artists will be invited to paint cartoon-themed murals on walls along the I-805 corridor, including overpasses and underpasses near Wilson Avenue and 17th Street in National City.

Permits, waivers and insurance still unsettled

City officials say several administrative items remain unresolved: final permits, insurance documentation, a hold-harmless agreement and signed volunteer waivers. The city manager retains the authority to cancel the event if those pieces are not completed to the city’s satisfaction.

Councilmember Marcus Bush framed the vote as an effort to broaden the city’s cultural offerings and attract new attention, urging colleagues to take measured risks to bring energy to National City. Organizers note they have worked with the city before on public murals and that artists have agreed to sign necessary waivers.

Logistics and public access

Public viewing will be concentrated along Wilson Avenue, while the wall at 19th Street will be restricted to artists and controlled by private security. Organizers say the active construction zone nearby will be closed to the public for safety reasons.

Because the location sits a short drive south of the San Diego Convention Center and near the naval base, the murals will be visible to many arriving for Comic-Con — a factor organizers hope will amplify the event through social media photographs and word of mouth.

The timing makes the mural project particularly visible: thousands of Comic-Con attendees and exhibitors will travel the stretch of I-805 in the days after the art is created.
